Hentai refers to Japanese style pornographic cartoons. Usually the term hentai is used to refer to images of adults. If it's of underage characters, then it's usually referred to as lolicon (girls) or shotacon. Hentai should be legal in all Western areas. If it's lolicon or shotacon then it's more of a gray area, but still generally legal. To give you an example, chan image board sites quickly remove child porn from their servers when it gets posted because it's clearly illegal, but lolicon and shotacon is allowed to stay up because it's generally considered legal.
