In India, everything requires connections. And if you don't have connections, then it requires a bribe.

The rape "epidemic" currently going on is happening because upper class boys with connections know themselves immune to the law. If these were poor, lower caste or non-Hindu boys or men raping upper class well connected women, the response would be swift and prompt. Imagine for a second that this was the segregated South - how would police and society deal with gangs of young Whites raping Black women? Exactly!

And this comes from the Raj. The hard stratification of the Raj made this system possible and absent the (at least) insane but consistent morality of the British, the brown sahib is enough to keep this in place indefinitely. Could be worse. Could be still de facto socialist as it was until the 1990s. And could be undemocratic too - though Indian democracy is still just a method to change robber barons, not to get rid of robber barons, it's still better than the likely alternatives.
