Indeed they can. Which is why I see Anonymous as being so weak in reality. Because anyone can call themselves 'Anonymous,' then it's easy to exaggerate their strength. The 'Anonymous' you may be going up against may just be really small and powerless, simply hiding behind a title that has come to mean something on the internet.
