this could be an argument against USA ideology that belive that before sixteen pregnancy is fatal

Your term "ideology" regarding pregnancy before sixteen isn't representative of statistical medical evidence. People may not WANT underage girls to get pregnant, but there's extensive data regarding many LG's in the USA successfully giving birth without surgical intervention as young as 10.

same ideology of UN and UNICEF that use this argument bcz they are feminist and progressist-authoritarian and want to force compulsory schooling at highest age otherwise women lose power in society if they focus their life on their children and family

Although I can't argue with your statement in general terms, your conclusions need to be clarified, and might not accurately represent cultural norms [outside of the USA]. Many LG's who develop early hormonally or sexually can be married-off by their parents if their culture deems menarche as the time a LG becomes a woman.

Also, due to socio-economic conditions LG's may be more valuable as young wives and potential mothers to an older man with means, so arranged marriages are an accepted practice among a wide variety of cultures.

Slightly off-topic, a significant majority of births between eight and nine have been documented outside of the USA, but at ten there is a spike of reported cases of successful births without surgical intervention. After that age the curve returns heavily weighted toward Third-World populations.

so intercourse is always physiological and not harmful at first menstruation but sex should not be aimed at birth a child and should be protected until this gynecological age of two year

Careful. You're making generalizations about statistical norms rather than what has been proved by medical examinations and very early pregnancies. Remember ... there's evidence of a twelve month old menstruating, so a three year old, according to your assumptions, might not do very well if someone considers them as a potential partner for intercourse.
