While I'm all for making a video game, I wouldn't use pedobear unless you want the game to be seen as a joke. No one is going to take a game with pedobear in it seriously.

Norbert made a pedophile game already called "pedophile's quest" that most people don't know about. For one he didn't make it for windows which is what a lot of people use. And two, it felt more like a gag or something a troll would make rather than something serious that would cause a lot of controversy.

For an engine you could use Adventure Game Studio which is free and pretty easy to learn (if you do the tutorials.) It's designed to make games like the type you mentioned.
