The NSA first denied that all phone calls were recorded;

Then it admitted that no voice is being recorded, that only basic data is, such as phone numbers and names;

Then it admitted of recording the voice of people in other countries, saying that they can't record the voice of Americans unless they talk with foreign people (sure),
