I noticed that as well but ended up not bringing it up here. It made me think that perhaps such people were not targeted as part of the investigation and will perhaps be given an unofficial sort of immunity. It won't look good for the police/surveillance state if one of their own turns out to be one of the proverbial monsters. ;)
