Interesting article from io9 about the World Health Organization's new stance towards drug use and sex work. Their reasoning is that the illicit nature of these activities causes people involved not to seek medical help when they need it and thus increases the health problems of these populations. Their main concern seems to be the spread of AIDS.

I think they're onto something.
