The doctrine I propose importing is simple : that lower-level needs must be completed before higher personal development can begin, and that threatening a lower level can devolve preexisting higher-level development.

Use your imagination, and assume those who would rule by brute force actually are comfortable with evil, to the point that they would engage in it even when it undermines their own outcome if the illusion of having more than someone else would distract them from the fact that they have less as a result of this crap. ;)
