A tricky situation...

So I'm thinking about making a petition to designate safe and livable areas for RSOs to live... Any suggestions?

There's many complexities....

The current situation, which creates heterosexual-only zones, in effect creates free-fire zones - there are no sex offenders here, so you can shell it and kill everyone with no moral weight, unless the district is actively in the streets protesting against apartheid.

Inverting that situation would invert the military advantage. Right now, they are clustered and we are formless...

most of the POs I work with think the system for RSOs is heavily flawed

...this is unsurprising; it was designed by wealthy dealers in heroin or cocaine with IQ deficiencies which match their mental problems, not anyone with a clear vision or plan. It's there mostly to recreate south africa/the not-so-reconstructed south/the"it's illegal to leave the reservation" days, not to address child molestation - which, remember, the current system provides rape retrieval services for if they run away, "do not disclose what your daddy does to strangers" training, and suppression and criminalization of recording crimes against one's self to help KEEP it buried... it's about priviledged and nonpriviledged status, not stopping the priviledged caste - which already comprises the vast majority of sexual assault on human property.

Interview would probably be awesome. :)

Some of us sleep near rivers next to chemical plants.

Federal forest service permit is under $50 a year, AZ and NM state park permits are each about $5/year (bring your own water), and one piece of sufficiently rural property can make a tent village for thousands. :)

I'll admit - forced settlement is a continuing problem on its own, so I want to push you towards the ample overlap. Go carfree, unless you're actively involved in the shipping industry. Most people were nomadic before colonial internment - go back, it will solve your problems with the state and give you power.

....but besides the sheer beauty of dumping another percent or two of the population of US north america alongside the rest of its ex-incarcerates, dropped-out resource extractors, registered and nonregistered precolonial population, and the like, it also can be used to solve your problems, quite readily.

If you would like some help in setting up a charity to just buy backcountry permits for anyone who can prove they're an RSO, just let me know. :) If you ever get too rich, you can justify giving away iPads as "non-city television sets," which is a great way to not only privilege your own people, but also buy off california just a little. ;)

As far as petitions.. I'm more worried about the restrictions on owning a business within the zone, which usually means city limits, shopping districts, and the like. How to pull that off, no one knows... but if you can get a directory of SO-owned businesses that will ship, I can get you a target market. :)
