The book The Terror Factory points out that the model was all the drug entrapment schemes that proliferated in the War on Cocaine during the 80s.
However, regardless of how immoral entrapment is, the argument for it is that it catches those who would have been committing the real crime anyway. It is hard, looking at the real crimes involving 2 non-Fed parties, to not agree that those trading suitcases of cash for Columbian blow were not in vast supply during the 80s. It didn't require FBI intervention to create either the would be dealer or the supplier. OTOH, these cases where toothless blowhard wannabee Jihadist X meets foreign Jihadist supplier Y who provides the necessary goading, funding, training, and access to all supplies and connections including the C4 and the fuse..... No actual domestic terrorism plot which was ever intercepted, observed, or even rumoured to have occurred involved the hapless ineffectual but willing dupe meeting with the Jihadist mastermind looking for someone to park a car for him ( to carry out his evil plan. ) So 500 plus cases of "terrorism" prosecutions involve the Fed taking tax dollars to create terrorists from scratch who don't even remotely match the kind they're supposed to be intercepting.
