It's kind of odd...

Both the Jalisco cartels and Michocan, which relocated to Jalisco, are good for it. OTOH, the lawmaker was pulled as-quickly-as-possible to zacateca, which indicates that "GTFO the turf" was a high priority. A local cartel would have probably pulled them further towards the coast or southwest. A sinaloa action - they're kind of nice, often - would have dragged them north in a due-coastal fashion, likely : nothing says "sinaloa" like... sinaloa.

Both Jalisco and Michocan look good for it - they're reported as fanatically right-wing cartels, one of which has a bad strategy, and the other of which is reputed as listing "spends quality time with children" as grounds for death, albeit in vague and propagandistic overtones. OTOH, between "they sound like they'd be annoying to spend an hour in a room with" and "actually a hostile combatant," really, only the latter matters.

'n the "run to zacateca" suggests "GTFO jalisco" was a higher priority than the mission. Both the location of the kidnapping and the location where the body was found have river access, btw.

Meanwhile, I turned my attention to another question, "wasn't the PRI on the shitlist already?" That's when things got interesting...

Now, this is where things get interesting...

Zacateca is considered to be heavily the terrain of los zetas; it is also considered to be the terrain of los negros. The latter gained its start in northwest tamaulipas - well within reach of the inner-gulf incursions in texas we've tracked.

Cancun, otoh, is best described as "the closest point to an island chain implicated in cocaine trafficking. and pissing bears off." If one were to want to form a private naval base for surveillance, it would be as good as it gets.

...but, mostly, we're dealing with old "friends" and known terrain. I'd start looking south and looking towards the islands.

Wish to God I hadn't fried that HD. It's a good argument for zeroing out a drive you're no longer going to use - there are a host of US and Russian top-secret facility locations on there - but it's also where the map of the islands was. Now it's just "fairly precise" rather than "point-by-point and 100% solid."
