It's also known that the church and governments are walking hand in hand, so it wouldn't be surprising that they made an agreement between themselves to do this in order to make more money from the legal side of things, more prosecutions = more money for lawyers, judges, treatment facilities, prisons, and what not.

In the current state of the economy the population is being strangled more and more, and more new ways are being put in place to suck up as much money as possible from them in order to continue paying the impossible to repay accumulated debt.
