A large man was practically sitting on her head and shoulders, holding her arms down; she was prone on her back. A woman was kneeling at her feet trying unsuccessfully to control her mad kicks.

On a sidewalk next to 2 lanes of commute traffic, sitting stopped at a light. The people in the cars were yelling at the man and woman and they were yelling back. Heatedly. Many people in their cars were on their phones, presumably calling 911.

Light turned and traffic moved on, me included. Two police cars approached.

Her skin was golden brown. The man and woman were white.

I have been searching local police reports online but no hits. I'm disturbed. What was going on? I first thought seizure? But the kicking was not a seizure, it was anger or defense. And the yelling was not of someone with a primary concern for the girl.
