True lolicon has been illegal in the US for quite some time now.

It's available on every Chan site, even the ones that don't allow clothed pics of real girls (they're very careful about the pics of real girls, because that's what prosecutors go after). And no one in the US who wasn't already on probation/parole and had it as part of their probation/parole requirements has ever been convicted just for lolicon. Alcohol is legal, but if your probation/parole officer says you can't do it and they test you for it and you fail the test, then you're fucked. This happened to a well known local politician who was an alcoholic. Doesn't mean the rest of us can't drink (or look at lolicon), though. ;)

PS- I'm personally not a fan of lolicon, for what it's worth
