Film Buff: a few more Chantilly details

Film Buff, thanks for trying to locate the movie I described before. You asked for more details, something that could help you find it. Unfortunately, I don't know any of the details that would make it easy to find. I never caught even one word of the title (it started while I was watching some other channel), nor any names of anyone involved, either acting in it, or the characters they played. The name "Chantilly" was entirely from my own imagination. For all I know, the girl in the story was really Monique or Claire. I can't even remember what made me sure it was Brussels that they went to, for the beach and hotel scenes, possibly a road sign, but that's the only proper name in the whole movie I'm sure of. I'm afraid that's not much help, unless there's a list of movies shot on location at a hotel in Brussels, or something (assuming it was a real hotel, and not just a set).
As soon as I realised the sort of person it was written for, which was shortly after Chantilly climbed out of the pool in dripping wet panties, I turned the volume down to make sure nobody walking by my door would overhear it and wonder why I was watching it. So that's another reason I didn't catch any of the names: I never heard them more than a couple of times. Missing the rest of the dialogue was no loss, as it would have been so much static to me anyway. But I'm almost positive it was a movie, not a series or anything, because it had a beginning, a middle, and an end to it. He didn't know her the first time he saw her, so it couldn't have been a second episode, and it didn't seem to promise any sequels, either (darn!).
As for the date of the movie, sure, I could tell you the date and time and exact location I was at when I watched it, but my neck feels much more comfortable without a noose, so I won't put that info up on a public board. But I will say that you can safely eliminate any movie made after 1995, or before model airplanes and backyard swimming pools. I hope that helps a little.
I remember a few more details about the plot that weren't in the previous description, but nothing that would be any help in finding the movie. When I mentioned his initial reaction, wanting them to go away when they knocked on his door, and getting angry about them jumping into his pool, I forgot to mention that he didn't see her, only the woman, until he came outside. Ah, here's something new I'd forgotten about: he had boys as neighbors, and they came over and he helped them untangle a tangled kite or something, but he showed no interest in them other than that, and gave no sign of wanting them to stay around any longer than necessary. Chantilly's mother was a nurse at some hospital, and an unimportant sub-plot was a lecherous doctor with no sense of respect for someone he's attracted to, in clear contrast to the respect the man obviously had for Chantilly.
Her grandparents were in a couple of scenes, and met him and seemed to approve of him, but I got the impression they thought he was interested in her mother, not in her. There was an elderly lady on the bus when Chantilly went to visit him unannounced, and she (I'm really guessing, but I'm fairly sure) told her all about him, and the lady approved of him making her happy. At the hotel, he was in his bathrobe when he came out and found Chantilly naked and knocking on his door, but he went with her anyway. Imagine, if you will, a naked eight-year-old insistently pulling a man in a robe down the hallway to her room. He wasn't resisting, that I recall. When he got back to his room, in his bathrobe, he discovered he'd left his room key in the room, and he was locked out.
Sorry I can't be any more help to you in finding it. I know I'd recognize the girl again from any picture of her around that age. I might be able to spot the man in a lineup, but that's less likely. If I remember anything that would help, I'll let you know.
