That's a Hackeysack (foot bag). It is useful for learning eye and foot coordination as well as developing endurance in the lower body muscle groups. It is also useful for enhancing several abilities of future soccer players sir -- as well as annoying onlookers who do not know that the youths are not just hanging out but are preparing for college. Is that me? I'd say that the spirit creature that inhabits me has run around soccer fields in more than one set of dimpled knees, if I read her correctly. So, in that sense the ballgirl.gif is a reasonable facsimile. Anecdotally, it was originally titled hackeysack.gif and was made for the old Palace chat rooms as an Avatar. It's all over the internet now.
