there should be no reason why an 11 yo child should be getting in or riding around with a man her parents don't know and who haven't given her permission to go with.

They are charged with keeping their daughter safe. If something happens to her and the parents allowed her to run like that the first thing people say is "what were they...neglectful?"

I see my 11 yo son ride by in a car I don't know driven by who knows who and the first thing I'll do is call the cops.
