I have witnessed many similar things actually. I swear to you - a 10 year old dressed up in a sexy costume is hard to ignore. I've seen men doing that "trying not to look" thing too.

I was at a fair and there were girls dressed in some grass skirts and bikini tops for one of the displays/events. Man, what a lot of flesh!
