You made me remember of one episode of "The Simpsons" in which nerds take control over Springfield.

In this episode the guy that collects comics tried to implement a law to control citizens sex lives(based on some vulcanian characteristic), people was allow to have sex once every 7 years. That would mean less sex for everyone, except for the comics guy who would have a lot more sex (according to what he said).

Makes sense to think that people tries to control other people's sex life because they don't have one. Perfect sense.
