To be completely honest, my French has suffered quite a bit since I quit the course I took at school :(. In fact, as I understand it, it's a blond boy he gets aware of, who is looking sad. So he tells him what he'd do if he were president, no more children would be sad and he'd appoint all kinds of different comic book characters to government offices ;-). It's an altogether lovely song and the best part is the girls' choir that brings up the background and also a verse on its own. I could listen to it for hours and hours :).
And of course at the very end of the song:
Pas besoin d'être Président, pour aimer les enfants.
No need to be president to love the children. :)
