In a word, organized religion. Religion has been used to control people
since government doesn't work as well as it used to, and people aren't scared
of magicians anymore. There were a lot of radically religious people who
got booted out of there own country that came to settle the americas, so
that puritanical culture is still hanging around a few hundred years later.
