The guy may not be legally insane but he's obviously missing a few (hundred) screws. In another news article they say he also targeted a woman and a boy.

Until there's a cure for missing screws, he needs to be the the place with the men in the white lab coats and padded walls. If they ever cure him and give him a conscience, then move him to the land of the iron bars where he can contemplate what he did for the rest of his life. On the other hand, once he does get a conscience, executing him might be more merciful.
