People who don't "love and care" for children more than likely don't "love and care" for anyone, themselves included.

One doesn't have to absolutely "love" another to express "care" for them - there are people that I don't "love" - but because I love - I can "care" about others . . .

Dangerous? Definately more likely than a person who does love . . .
