I would agree with "It seems that if you are a male 'stranger', any contact with children is generally presumed prurient unless proven otherwise...", there is definitely way more fear in society about any male being with a child than that of a female. Especially of the male "stranger" or just an not so well known male, not well known to whomever is involved.

When I was part of this youth oriented organization while I was in in my last years of High School, "watching" mostly 12 to 15 y.o. guys and gals it was MY job to check BOTH the male and female restrooms. There were plenty of older teen and adult male volunteers working in the same organization but the people in charge felt it would be better if I would check the restrooms to make sure no one was smoking cigarettes or anything else. Much as I tried to understand why a female, me, should check the male restroom no one could offer me any "logical reasoning" as you so elegantly put it Libertine.
