Since apparently the actual wiring of the brain is not complete until about the age of 15 it might be seen as necessary that children/youths up to this age are still not seen as fully mature.

I'm afraid the second paragraph was referring to the continuation of the article. Apologies, but this transfer of power is mentioned there.
