I think what the state is trying to do here is stop anyone who has any similar ideas in their head. There are probably a hundred similar things you could get kids to do that wouldn't be illegal (I won't mention any more here) but are borderline.

YOu can't be charged for getting kids to lick chocolate sauce from bananas as long as you don't admit to enjoying it. They - very obviously - don't even notice so no harm done. With this in mind, isn't it also true that kids are NOT traumatized when they experience sexual touching? Why should they be? Warm affection in any form is always welcome. It's only when someone says that is BAD that they can become traumatized.

The truth is that it is the paranoid adults that are severely traumatized by 'inappropriate touching' while the kids barely notice. Funny that.
