I suspect that the reason the authorities haven't moved on this guy and his operation is because he is an authority-worshipper, and therefore perceived as being on the "right/correct" or "good" side of the pedo-controversy. Which is kind of at odds with his supposed libertarianism (which of course only goes down to age 18 -- anyone under that has no right to sexual autonomy, at least). Just look at the PJ home page -- it's littered with pics of Peej members posing with cops, thereby making it rather inconvenient for anyone on a police force to turn around and bust his ass for CP or other illegalities.

Speaking of asses, you'd think that a comp-savvy dude like Xavier wouldn't even bother storing sensitive data on hard drives, but rather keep it on a removable flash drive, then put the flash drive in a capsule and store it in his rectum. When he gets to a computer where he feels he can safely extract it, he simply takes a laxative, shits, and is back dangling CP in man/girl chat rooms to boost PJ bust totals.
