Ah, yes but (and this is also why private schools don't really do much better), they outsource their job to the state, but then insist in applying their prejudices to what the state can say and do. Since for every given thing there are more people prejudiced about it than willing to tackle the issue head-on, then it turns out that the education is as crappy as to satisfy the crappiest of parents, a lowest-denominator, instead of being as good as to satisfy the best the kids' greatest loss.
