Not that this is an excuse, but her mother was probably embarrassed by what her daughter was doing. When my sister was little, she'd play with herself incessantly, and we (the rest of the family) needed to keep reminding her not to do it in public.

Having said that, the mother should realize that a young child is going to have difficulty understanding that, and not get so angry about it.

Nice GM. I really wouldn't mind seeing what you saw! (Jealous!)
