You can't be an idiot and get a PhD, unless it's from a bad university or one sucking up and giving out honourable ones or something.

What it means is that being very intelligent in some circumstances or applications does not mean one will be intelligent (or at least, honest, as these guys might just be playing politics) in every other area.
