"This was often" means it wasn't always, so love does exist and it's a crime not to recognize it and not to allow it.
As for manipulation, if children are educated and the context is of an open one (everyone around the child knows and the child can always talk about what it goes through) then manipulation and exploitation is less likely to happen.
"This student and his research was the subject of a full investigation by senior university staff. His research material was examined by Strathclyde police who were satisfied that nothing of an illegal nature had taken place," it said.
That's one of the problem: make something illegal and no one will be able to talk about it, like child pornography;
There could be things that would reveal a lot in child pornography yet no one can talk about it if they saw any, that's sort of a crime by the state but I don't know which one, if someone knows please mention it.
"A lot of young men and almost all young women in our study who had intercourse with an adult when they were a child regarded it negatively."
Again, "a lot" and "almost" are not "all" or "every";
So the work to be done is not into prohibiting eveything sexual with a child, that's a crime against the right to love, but to create a context where exploitation isn't likely to happen;
Creating a context like the current one where nothing is possible creates other problems and makes things worse IMO (and keeps the economy healthy, think about all that prostitution generates: a lot of money, then keeps police and the legal system alive, everyone is happy except the children and the "abuser", so do they really want things to be better regarding all of this? Better for who?...)
Things are completely upside down right now, I find it's all stupid, and it's not surprising, all of it is based on fears instead of love, subtle but oh how important way of doing things: if based on love one will make sure love is still able to manifest itself, and one that has no shame about sexuality will not see evil in it but will see the wonderful exchange and results it can provide, and will work into preserving the good instead of the bad.
