I think Azure could be an after school babysitter. What is more likely is that his partner is the babysitter and he is just around.

Whatever the case, 10 year old girls can be flirtatious and some just aren't that bothered about modesty. If there is no touching involved, it shouldn't be a problem. Personally, I would just enjoy the flashing while it lasts.
We peds have so few pleasures in life. Make sure you don't encourage it and she'll soon grow out of it.
