Her parents haven't taught her that it's wrong to do such things in public yet, and associate the guilty feelings for doing such things. You see, children are sexual creatures until such time that the parental units have conditioned him/her into thinking the opposite, and that little children do not show their private parts to the general public, and if you do that makes you a bad little boy/girl! (sarcasm is layered pretty thick here)
