Have you ever seen how mobs of adult pickpockets operate?

Send the kids as scouts, mob the victim on a stairwell or at the entry to a urban-light-rail.

And perhaps mace or stab them if they fight back.

And in large swaths of the third world alms-giving is directed towards the crippled or blind; creating incentive to blind or cripple a child in order to feed their family.

Its tactics like this which make it hard to see in the long-run whether one is providing relief or an incentive to mistreat a child.

And shouldn't our first priority to an LG be to do no harm?
