No. It doesn't mean that girls are really "expected" to have sex by 3, but that sex has to be legitimised from age 3 if it happens. If you read it again, you will notice it becomes legitimised by bethrotal and marriage. If it is not so legitimised, it is rape. Below 3, it is not considered a sexual thing for this purpose.
That is akin, though not identical, to the Jafari jurisprudence on the subject.
