Essentially, modern society knows that things can (and sometimes do) go wrong when people exercise their full array of rights. Since children don't have rights, it becomes easy to project unto them ideals of a life that never goes wrong - a life we don't have as adults. Yet, the life where nothing ever goes wrong is, of necessity, a life without rights and without choices.
