The age discrepancy you noted in that ancient PSA was certainly deliberate, because it was strongly believed during that time that homosexuals weren't born, but made. Specifically, it was believed that homosexuals were "created" by older homosexual men (who were then perceived as predatory and mentally unbalanced, and every act of kindness on their part was perceived as a means to sinister ulterior motives)who "recruited" adolescent boys [ABs] into the "lifestyle" by literally seducing them into it. Note how this is very similar to what is said about MAAs today? Back then, however, the matter of same gender sexual activity was a much greater taboo than intergenerational sexual activity per se, as long as the latter was heterosexual and the girl involved wasn't too young. Note the one part of the PSA towards the end where the boy Jimmy (who looked about 16, hardly a younger adolescent) was said to have been put on "probation" for the activities with the older guy, which strongly implies consensual behavior on his part. The message was clear: Jimmy's behavior was a sign of mental instability that led to illegal acts on his part, and he had to be punished in addition to being "cured." Sound familiar?
You see how not once is the term "pedophile" (let alone "hebephile," which was just coined in the early '50s) or even "child molester" used in this PSA, but simply the term "homosexual." This is because the focus on deviancy was different at the time, as homosexuals had not attempted to assimilate into "polite" society, and thus served the same position in society as the "societal bogeyman" used to justify draconian laws and surveillance state measures, and to control and monitor youth sexuality, as the "pedophile" does today.
However, also be aware that it wasn't just age disparate homosexual relationships that were vilified back then in the same manner that intergenerational relationships are today.
