First of all, we have no idea how many children may or may not be interested in engaging with adults romantically under certain circumstances, because of how strongly regulated the lives of all minors are today by a combination of various government entities and a few select adults in their lives, and how pervasive the age segregation of today is between those legally designated "adults" and those legally designated "minors." We have to take these very important political factors into account when assessing these things.

Secondly, from a civil rights standpoint, it doesn't matter how many children may or may not want to exercise certain rights to justify providing them with the right to exercise them if they so choose, whether it's a few million, or just a few. Current statistics tell us that only 10% of the world population is actually gay, yet that doesn't justify discriminatory laws against the right of homosexuals to live that lifestyle simply because (arguably) the majority of people wouldn't be directly affected by laws that restrict specifically homosexual liaisons. Minority rights are every bit as important as what the majority wants to do in a constitutional democracy, and we forget this at our peril.
