What you say here is essentially true, but the problem is, a lot of the "bad" learned behavior is diligently practiced and followed by adults, including the mostly older adults who run the world today. This is why it's a very bad idea to force children and adolescents to only interact with a few authorized adults in their lives, and to be subject to the strict age segregation they find themselves forcibly confined to until they are 18 years of age.
