Your second link is to an article about Operation Ore - a famously flawed investigation that falsely accused 7,000 Britons of accessing child pornography when they were actually accessing adult pornography. These false accusations led to a number of suicides by men who knew they were innocent but also knew that the public would never accept that.

The author of the article talks about abusive child pornography that he saw, but also says that there were only a few hundred such images on the net. Everything else is speculation - he talks about the multitude of worse pictures that might be hidden elsewhere, just as I can refer to the army of gnomes that might be secretly preparing to conquer the human domains. He describes the vast majority of child pornography as falling into two categories: American girls in bikinis, and European girls nude. According to reports, both types have been successfully prosecuted on many occasions, but this certainly doesn't match the descriptions of "crime scene photos of horrific abuse" except in the imaginations of the morally blind.
