The problem there is that it's the IOC who stipulates all the regulation regimes mentioned, as part of their contract to host the Games. No city can try to do this outside the box.

And directing the letter to the IOC won't help. They're a bunch of posh great-grand-grandchildren of robber barons who hate kapitalism with a passion, probably because it supplanted the feudalism that made their families have social status.

Although... maybe if the Russians and the Emiratis offered to foot the bill for some rogue Games...
