Histograms reveal manipulation even in images that are well done to the naked eye. And if you mean creating blurs or black squares to cover identifiable details, well, that wouldn't happen if it was legal, would it? So police would have internal clues to follow!

What I meant is that who created the images and who the victim and perpetrator were could be hidden so it would make it less likely that they could be traced and hence allowing possession and distribution you would inevitably have just legalised CP entirely.
