A "coyote" is a person who smuggles undocumented immigrants across the border into the U.S. It is not a term for the border patrol.

Concerned_aunt's point is that some of the people hired to prevent undocumented immigrants crossing the border turn around and make a profit from smuggling them across the border, and make good money doing it. The people who are supposed to be the "good guys" turn out to be the "bad guys".

An acquaintance of mine recently mentioned that in California the police officers on duty in the jails used to make very good money smuggling cigarettes to prisoners - until the jails prohibited smoking altogether and the officers who had previously requested duty at the jail suddenly started requesting duties elsewhere, presumably where they could find other ways to enrich themselves from their positions.

Who will watch the watchers?
