The attraction chiefly fits in because it is what makes pedophiles interested in children in the first place - at least, more interested than non-pedophiles. It doesn't have to mean anything more than that, though of course this depends very much on the individual relationship and the child's wishes. You might think of the attraction as a mechanism to ensure that children will have more guardians than just their parents.
As for the Press, keep in mind that in de Tocqueville's time the press was more like today's internet and referred to a printing device rather than one section of society. Even small towns frequently had two or three competing newspapers. What is usually called the "press" today is merely the public relations branch of government and industry, and should not be confused with what de Tocqueville described.
And, as it happens, it is the internet, not the industrial media, by which our community now appeals to humankind.
