Maybe its because they never had (officially) seen CP before. So any CP is the worst CP those specific police have seen. Doesn't mean there is anything bad about it. First time you've ever seen anything, it (at the time) was the worst you've ever seen. If the first painting you ever saw was the Mono Lisa, you could legitimately say it was the worst painting you had ever seen.
