'bad things will happen'

If Frolander told the boy that "bad things will happen" if he speaks about it, was that a threat or a simple acknowledgement of the facts?

Of course I am opposed to threats of any type, but it looks to me like the authorities found out, and bad things will be happening to the boy as a consequence of that for many years to come.
