I don't believe that.

Its not entirely about unnecessary diversion of resources. Its also about the nature of crime and policing.

Rape numbers before the resources started being stolen for protectionism are still pretty glum ( and this is also before the broadening of rape to include future regret of what was consensual at the time. )

Further, the younger the child, the more easier it is to silence their opinion ( both factually and dismissively.) "Honey, you don't really mean that," is what rapists and parents say; along with, "don't backtalk me." So their numbers will probably tend towards underreporting.

But hopefully without consensual crime obscuring the stats and the resources, the police can be unhampered in their efforts to apprehend and prevent; even when Utopia is not an option.
