The laws are already written. You don't have to change them. WT Stead beat you to it.

From the context of the thread, it should have been clear that we are talking about the non-reporting of non-consensual acts right at the time of the commission. Not of consensual acts, and not years later.

The combined effect is of writing laws that affect everyone to protect only those who have non-consensual sex and don't report it immediately.
