Back when newbies were granted automatic chat access, a certain someone who shall remain nameless tried to [edit] on the chat.

Sorry, but newbies are dangerous. Not every one of them, indeed relatively few of them, but enough of them that we cannot open our arms as freely as you want.

Think of it like the Ebola quarantine. Or indeed, even normal visa procedures which check things like criminal or medical records.
